Background / General description

The Finance Analyst is responsible for Coordinating reporting for all business lines accounting related functions for the region. The Finance Analyst has a primary reporting line to the Senior Administrative Officer for the Region. He/ She will also be expected to work closely with the Finance Analysts.

Duties and Accountabilities

Program Budgeting and Monitoring
  •     Preparation of Regional Business Line Consolidated Budget and projections.
  •     In coordination Senior Administrative Officer, prepares and submits detailed Business Line budgets, in line with approved work plans, and funding proposals and in accordance with the standard and agreed budget assumptions and processes. Funds Management
  •     Prepares draft Integrated Briefing on Trust Funds (IBTFs) and required IBTF revisions for the Program TFs.
  •     Ensures that sufficient funding is available for the PEP Africa programs, in terms of both cash flow and budget allocation, through regular monitoring.
  •     Prepares donor replenishment requests and submits for clearance by Senior Administrative Officer. Management and Donor Reporting
  •     Coordinates monthly review of PEP Africa Program expenses for accuracy, compares them with the budgets, and submits results to the Program Manager and Regional Financial Controller, together with explanation of major variances.
  •     Prepares and submits a set of standard monthly program financial reports as well as ad-hoc program financial reports as required.
  •     Prepares timely and accurate donor reports and submits for clearance by Senior Administrative Officer.
  •     Performs expense trend analysis and monitors financial and operational risk exposure on an ongoing basis, proactively communicates (potential) risk areas to Senior Administrative Officer. Budgeting and Monitoring
  •     In coordination with the Senior Administration Officer, prepares and submits annual budget in accordance with the standard and agreed budget assumptions and processes.
  •     Ensures that Business lines are adequately funded, in terms of budget allocation.
  •     Performs monthly review of office expenses for accuracy, compares them with the budgets, and submits results review Senior Administration Officer together with explanation of major variances;
  •     Assists the Senior Administrative Officer in project initiation and Project shut down procedures (e.g., creation and closing of project ID or WBS element);
  •     Prepares/generates regular project budget and expense reports with explanation on major variances and recommendations for actions.
  •     Performs other duties as required.

Selection Criteria
  •     Degree in Accounting or Finance (or equivalent).
  •     A minimum of 2 years' IAS accounting experience in a corporate setting or at least 4 years' accounting or financial experience for candidates holding a diploma or certificate and in the process of pursuing an internationally recognized accounting or finance designation (CA, CMA, CPA, MIA, etc.).
  •     Sound knowledge of financial accounting and reporting, and of project costing.
  •     Competence in the use of Microsoft Office applications, with previous experience in ERP (preferably, SAP) being a significant advantage.
  •     Ability to work in a multi-cultural environment.
  •     Strong written and oral communications skills.
  •     Strong analytical skills, capability to assess trends in financial performance under limited supervision.
  •     Team player with ability to work in multi-cultural environment.
  •     Fluency in English is essential.
  •     World Bank Group experience is preferred.

Note:

If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.
