Objectives of the role:

DAI is searching for candidates with this experience in public sector in Sub-Saharan Africa. Specific experience in South Africa, knowledge of a local language and experience with Official Development Assistance (ODA) would be an advantage. The Monitoring and Evaluation Specialist's role will be to monitor the programme's progress, report on the findings, perform training needs evaluations and c ollaboration with the team to develop the monitoring and evaluation capacity of ODA staff across multiple spheres of government.

Length of the project: 21 Months

Start Date: August 2013

Duties and Responsibilities:

  •     Monitoring and reporting on the programme's progress and the team's performance
  •     Conducting Monitoring and Evaluation training and capacity building activities for various SA government departments involved in ODA, across all spheres of Government with emphasis on provincial and municipal levels
  •     Engaging with other members of the TCODAP team to integrate the various specialties of interest to provide comprehensive and integrated training and capacity development modules
  •     To monitor the skills proficiency of training recipients and to instigate remedial skills consolidation activities with relevant parties

Key Skills & Qualifications:
  •     Fluent command of written and spoken English
  •     Proficiency in full programme cycle management, including excellent planning, forecasting, monitoring and reporting skills

Education:
  •     Post-graduate University degree (Masters level or higher) with one of the following disciplines; Infrastructure Development, Development Economics, Social Science, Natural Resource management, Rural Development or equivalent

General Experience:
  •     Not less than 10 years of general professional experience. This should include field level experience.
  •     Field level experience gained in a broad range of sectors and institutional environments, such as NGO's and government.
  •     Previous work experience in Sub-Saharan Africa would be an asset.

Specific Experience:
  •     Specific experience of at least 10 years is required in the development of monitoring and evaluation systems of similar projects, including at least 2 years in developing countries
  •     At least 2 years' experience in training and capacity building
  •     Experience of working within a multi-sectoral team environment involving a variety of stakeholders
  •     Previous experience with EC projects is an advantage
